Is it possible to allow a user access to the web based call manager admin interface in read only mode?

Not yet. There is a Multi Level Access feature coming for Call Manager, to allow read only and restriceted admin levels for different access levels.
I'm not exactly sure when this is coming, it may be with CCM 3.3 it may be after.
