We are planning on implementing Cisco IP Telephony for a SMB. We currently have 120 Phones and this number will increase to 250 by Year 2009.
What is the recommended solution?
CME or Call manager?
Can the PBX co-exist with any of the above solutions till we completely migrate to VOIP?

I would recommand going with CallManager, the current Express version supports up to 240 users

The CCM version will give you more scalabilty, flexibility and more features.
As to the co-existance with PBX both of these solutions will provide this, you will need to connect the PBX to a voice Gateway such as Cisco route via PRI, QSIG, FXO, etc.
