Call Manager OS Levels

I am building a new call manager server(MCS-7825-I2) for a new site. The CM software that shipped with the system is 4.1(3) and the hardware detection disk installs OS2000.4.3 There are no updates on Cisco's site for 2000.4.3 and I've read the readme for the 2000.4.3a OS and it say's "This version of MCS OS Upgrade, 2000.4.3a, does not support an upgrade from operating system version 2000.4.3." in the pre-upgrade considerations. Do I need to upgrade this OS? Do I need to install a different OS level?

You can download 2000.4.3a directly from CCO, also there is 2000.4.3a sr2 available.
