Call Manager redundancy

We have 2 MCS 7835 servers with call manager 3.0(9) and a 3661 router.

When the publesher services are turned off, the subscriber cm takes over the calls, but when the publisher server is turned off, the router does not connect to the subscriber . the reason is a timer expiry . Apparently the PSTN does not recieve a alerting signal in time.

Any suggestion will be welcome.
