The cluster consists of 4 call managers, under the NT event log in each servers, we get the following errors that relative to route-list. NO user report they have outgoing call problem; it seems the error do not impact user operation, but we still receive the errors.
The PSTN-List point to a route group; the route group consists of 6 PSTN voice gateways.
Any expert can explain the following error?

Examine the CCM traces at the time the event viewer message was logged. Its likely there was a call to the PSTN that returned a cause code of 'User Busy'. If you are running a version of CallManager that does not have the fix for CSCdv87213, and if the "StopRoutingonUserBusyFlag" service parameter is set to False, that would explain the messages. When the service parameter is set to False, CallManager tried to find another route for calls which receive a BUSY signal, and if there aren't any, this message is sent to the Event logs.
If the above is the case, then to work around it, either set the said service parameter to True, else get the fix for CSCdv87213.
If its not the defect mentioned above then it is very possible that you did block a call at that time. Users typically don't complain they just try again and usually a trunk frees up by the time they try again. Check your utilization on those gateways and see if you are getting close to filling them up. You may want to add more connectivity to the PSTN.
