Do you see the CDR's in the C:\Program Files\Cisco\CallDetail\CDR directory? There are a few bugs for CDR fixed with Service Pack H or an engineering special. One of the bugs is the CDR insert service is not working on the Publisher. The CDR's are being dropped into the publisher's directory correctly from the subscriber, but the publisher does not put them into the CDR sql database.
In addition to Andy's recommendation, check your enterprise parameters, make sure the CDR server is changed from the DNS name to the IP address of your publisher CM. The CDR insert service is new to CM 3.2 and it will most likely default to the DNS name of the server.
