We are having three call manager. One call manager is working as the publisher & the other one is working as the subscriberanother one is kept for disaster recovery.Under the publisher 1800 ip phones are running.call manager we are using is 4.1 & 7940 & 7902 phones. But the problem is that if i restart the publisher the subscriber should get active and phones should run by it,but it doesn't do that.when publisher restarts then again all the telephones work.
