Call Manager

We are having three call manager.One call manager is working as the publisher & the other one is working as the subscriberanother one is kept for disaster recovery.Under the publisher 1800 ip phones are manager we are using is 4.1 & 7940 & 7902 phones.But the problem is that if i restart the publisher the subscriber should get active and phones should run by it,but it doesn't do that.when publisher restarts then again all the telephones work.

You are in the wrong forum here.. this has nothing to do with development.

For failover to work, you need to properly configure your ccm group - it must contain both call managers (and preferably the subscriber should host the phones) so that the phones know about both and can switch over when the one they are currently connected to goes down.
