Yes, you can, but it is going to complicate your partitions and calling search spaces. Basically, you would create indiviual partitions specifically for Park, we'll call them Park_A_PTN and Park_B_PTN. Then all of the people at location A will have the Park_A_PTN in their CSS and all the people at location B will have Park_B_PTN. As long as you do it that way, I don't see any problem.
