Call Setup Delay Configuration

I have a customer who has this odd request but they would like a 4 second delay prior to call setup. their explanation is to double check that they are dialing the correct numbers prior to calling. I have explained to them that they can key in the digits and press new call that way they can view it but this customer is adamant and wants it done their way. I have looked everywhere and I don't know where to configure this delay? I was kinda thinking of adding variables in the Route Patterns but I'm not sure if their is a global parameter where I can set a time? Any help would be much appreciated. Thanks in advance.

If that is a call to the PSTN, I can think in setting an alternate Route Pattern which overlapps every Route pattern and configure T302 parameter (interdigit timer) to 4 secs under CCM service parameter.
