The tone is related to the volume of the phone. Therefore if you adjust the volume lower on the phone the tone on a new call is lower as well. You may want to play with the phones a little and see what volume is acceptable for the calls as well as the call waiting tone. Also there is a bug filed for the low Call waiting tone volume - CSCea50024. I heard that Cisco is adding this feature in the future release.
