b. add your wav file "all users are busy" as a MoH file to your MoH server;
c. enable queueing for your AC Pilot (to enable queueing use acconfig.bat located at C:\Program Files\Cisco\CallManagerAttendant\bin). As a queue prompt use a wav file with your "all users are busy". This wav will be played by your MoH server.
