Callmanager failover not working

2 Callmanagers running 3.1(1). One of which is puplisher and the other subscriber. All phones and GW's register with the subscriber as well as the unity server (2.4.6(135). When the subscriber goes down and every device rehomes to the publisher the VM does not work. In the tsp configuration the callmanager failover ip address is set, but this does not seem to be doing any thing. Coments?<br><br>

Is there anything in the event log that shows the TSP trying to connect to the publisher in the failover condition? Can Unity even register with the publisher (just change the TSP properties to make it try that first or only try that)? What's the TSP version?
