in case of callmanager publisher fails and subscriber callmanager works on it's local database which is read only (as mentioned in cisco doumentation )does this database from subscriber gets replicated to the publisher once it comes up or what happens .

The publisher replicates changed information or all information except the publisher CRD to the subscriber database and its hence read-only and accessed only if the publisher is unavailable.
When the publisher goes off-line, Call manager nodes access the subscriber database and also writes CDRS locally and then replicated to the publisher when it becomes available again. Only CDR's are replicated not the subscriber-datatbase as they're read-only.

Just to elaborate as I think I know what your getting at.
Scenario One.
Publisher goes down, power loss whatever, whilst its down no admin changes can be made, when the publisher comes back up, everythings back to normal, any changes made to the publisher get replicated to all subs.
Scenario Two
Publisher goes down in a big way, has to be totally rebuilt etc etc, you have to restore the database from the latest back-up, you can't simply bring it up with a clean database and expect the sub to replicate the current database back to the publisher, it wont, you have to restore the latest copy of the database to the publisher offline, then re-introduce it, the restored database will then be replicated out to the subs and all databases will then be in sync.
