Calls forwarded from CCM to extension on FXS port ring twice then stop

I have a scenario where incoming PSTN calls to a 2610's FXO port are passed to an extension on CallManager 3.2 using the connection plar command.

This extension is set to forward no answer to another extension. The second extension is actually an FSX port off of the 2610.

If an analog device off that port does not answer within 2 rings the call appears to connect as if auto-answered by the 2610 or CCM. This is not an idea scenario as the fax machine off that line needs to answer at 4 rings, not 2.

If I use the connection plar command to point incoming calls directly to the extension on the 2610's FXS port instead of first going to CCM they can ring until answered by the fax.

Any ideas?

If the IP Phone calls 2000 and 2002 does the call still appear to be Auto-Answered prior to the fax machine answering the call?

If I pick up an IP phone and use extension 2002 or 2001 and dial extension 2000 it calls through the gateway and rings the fax line until the fax picks up. The problem only seems to happen on calls forwarded to 2000, not when you directly dial that extension.

I just tried an additional experiment. From an outside line I can call the main number which connects to the IP phone at extension 2002. Then I can answer that call and manually transfer it to extension 2000 and it works just as it should. The problem seems to only happen in the case of Call Forward No Answer calls.
