Calls from a mgcp device to a h323 gateway are dropping

I have an IAD2400 with IOS 12.2-8T setup with FXS ports running mgcp, and I have a MultiTech H323 FXO gateway connected to a phone line. The CM is running 3.2 (2a). From an IP phone I can call out the H323 gateway, but when I call from the IAD the H323 gateway will go off-hook and then drop. I've had a call stay up as long as 30 seconds, but eventually it will drop. If I change the IAD to a H323 device I have no problems calling out the MultiTech gateway, only when the IAD is using MGCP does the problem occur. I have other cisco boxes running H323 and the IAD doesn't have a problem going out them when it's configured MGCP. The question being, is there some proprietary signaling between MGCP and a Cisco H323 gateway as opposed to a non-Cisco H323 gateway? Is the CM translating the MGCP to H323? And where would I look to see the signaling between these two devices?
