Can a router be configured to busy out local voice channels when the leased line fails?

Point to point Cisco 2620 both with E1 MFT running QSIG to Nortel Meridian Option 11 both ends.

When the Leased Line fails I want the PABX to "see" that it cannot complete the call over the router link and it will then use the PSTN.

Can I get the router to busy out all local b-channels when the leased line fails, or is there another recommended solution for this?
