i have a CCM 4.1 and MGCP Gateway. so can't implement blacklist by ios command. can i write a JTAPI application to implement blacklist?

You can, but call will blink on target phone or you need to define route point to proxy&filter all calls (sth similar to IPMA).
IMHO h323 gw + tcl script should be easier to develop.

I think you told three method:
1. one method can blink target phone.
2. define route point to proxy&filter all calls.
3. h323 gw + tcl script.
It's right? but can you tell me more info about the three method or link to more infomations?
