Can not add user object in Callmanager 3.2

Hi, I install CM 3.2 and service is running. When I try to add user object I get the following error message:

The phone administrator is currently not allowed to add or delete users.

And a second question: I can not ping or telnet to a nonregistered 7960 phone. When I unplug LAN cable and plug again, I reply 4-5 packet from the phone but again receive timeout. Please help me.
