can numbers be replaced on VoIP packet?

In other words,

if users dial 01191......, how could these numbers appear 0091....by the time the call reaches the far end VoIP gateway?

where would this be done?

you can do tracelation rule on the OGW

something like this

translation-rule 1

rule 1 011 00
