Can't speak when dialing 3-digit phone # (like 411)

Whenever we try to dial a 3 digit service # (like 411, 611, etc), I can hear the person on the other line, but they can't hear us. All of our other outside calls work just fine (with the occasional complaint of echo =) .

My router is configed with a 9T, instead of a 9.@... I don't know where the 9T came from other than maybe a sample config doc. Also, I'm not sure I understand the differences between the inward dial calls and the outgoing calls, as well as what qualifies as pots or voip... I want to try other voice codecs or echo cancellation and all that other stuff, but am not sure what sections to apply the commands to...

Here's my config:

dial-peer voice 200 voip

Try to configure voice rtp send-recv in the global configuration.
