Can talk to other person but can't hear other person

We are having a weird problem with our Cisco phones (any model phone / power switch) at one of our sites. Any calls local to the network work fine (i.e. I can call from phone to phone within the school), but when anyone call's to the outside world or receives calls from the outside world they can't hear them talk. It's like the receive doesn't work on the phone. I have double cheked configs and swapped phones, cables, etc. When I look at the call stats on the phone the is no Rec. packets. Any ideas?

This sounds more like an IP routing issue.

In the gateway at the remote site, find out the interface it is supposed to use for VoIP and bind the IP address correctly.

If you are using H323, in the interface mode use the command

h323-gateway voip bind srcaddr X.X.X.X

If you are using MGCP, in the config mode use the command

mgcp bind media source-interface

Also from the gateway try doing some extended ping using the binded inteface to the IP Phones to check if there could be other routing issues.
