Can Voice Gateway signals the PBX its IP link down?

Voice gateway has PRI or T1 CAS connected to PBX. Customer would like to know if the VG lost connection on the IP side, whether the VG able to tell PBX that my link is down, please do not send call to me, just your PSTN directly?

But can it busy out D channel only?

One of the scenarios is like this:

I have GK to control the calls. if GK goes down, GW interface is still up and there are existing calls should still remain. If this case, can GW busy out the D channel. So that they can still maintain the existing calls, meantime PBX will not send the new calls to router since D channel is down?
