Can you disable Auto Answer System Wide?

Can you disable the AutoAnswer System Wide? Then I also want to prevent an Admin without rights from turning it back on. I could see where in Certian High Security Areas AutoAnswer to Speaker Phone could be VERY VERY bad, if I can disable it in the Callmanager config, then I can restrict other admins from modifying the callmanager parameters...

You can enable or disable by device group, and the line will override the device group settings. as for a secure area, place an ip phone which does not support autoanswer. There are several options as you may see, it really depends on the enviroment.
