Cannot dial from IP Phone

I have set up redundant callmanagers with a couple of 7960 IP Phones and ATA186s. I cannot seem to call from the 7960s, but I can call from the ATA186s. I get a fast busy. I can even call the 7960s from the ATA186s, but not the other way around. The configs seem to be the same as all the other times that I have configured callmanagers. The only difference is this time I'm using 3.13a instead of 3.12c. Maybe I'm missing something obvious. Any ideas would be helpful.

Sounds like a Partition/Calling Search Space problem, please check to ensure that

the IP phone's Calling Seach Space includes the partition where the ATA resides.

Otherwise please email a CCM trace to me (benng@cisco.com) to investigate further.
