CAS to ISDN PRI signal conversion

I want to connect a PABX with an E1 card set up for CAS signaling to a public (actually GSM) ISDN switch that does not support CAS.

Is it possible to use a Cisco router with 2 E1 interfaces to do the conversion?

A Cisco AS5350 can handle the conversion since it now supports tandem switching

So your PBX E1 will be incoming and the E1 into your switch will be outgoing
