It depends on the version of CallManager you have, or other IP PBX. With CCM 4.0 Cisco adopted IEEE standard to mark voice control as CS3 instead of AF31, however most IOS versions AutoQoS still remark it to AF31. If you have CCM 4.0+ I would suggest to map it to CS3 (24), but in your QoS class-map match both 24 and 26, ie:
