CCM 3.3.2 upgrade from 3.2(2c) CM didn't install

I've seen this problem twice on two different servers, a DL380 G2 and a DL380 G3. I just attempted an upgrade on brand new server. SQL server installed great. The restore of the 3.2 data was reported to be completed successfully. After that CCM goes through its install and reports that it finished successfully. It then reboots. When it comes up none of the Callmanager services have been installed. Anyone seen this before?

It looks like the CCM 3.2(2C) has a bug when upgrading to higher version. Check the bug - CSCea55906 for more details.

Maybe I'm wrong, but it looks to affect the ICS platforms. Doesn't mention DL380's and such.

The TAC pointed me to CSCdy66949 which is the DBConnection0 is missing from the Registry, but that is definitely not my problem either. Those settings are correct.
