Are you using MLA?
to check this go to SQL Enterprise Manager | Server | Databases | CCMXXX | MLAParameter
EnableMLA Check if its set to T or F
(True or False) Try to change it to f
Restart IIS and login using Local Administrator account.
Let me know

I am sure you adjusted the url for login to https:// to use required secure login, just mentioning it anyway..

What u mean nothing is set for MLA?
The parameter is set to False?
In CCM 4.X, MLA is builtin in CCMDB, we no longer have an MLA db.
Since you are not using MLA, you should login using Administrator account, no other,
the upgrade generate any error?
Any error in EV?
If you go to Internet Information Services.
CCMAdmin Virtual Directory is there?
I would open a TAC case for further investigation.
