To configure CCM failover you only need to configure a CCM group that will be associated in the Device Pool. In the CCMAdmin go to System --> CCM Group, here you can create a CCMG and will put the order that you want for the PUB and SUB, is recommended to have first the SUB to have the phones registered to that server. Then you need to go to the Device Pool that your phones are using and select this CCMG.
Your advise are good. however just additional curiousity. So what you means is we put all the phones registered to the SUB, but what's the purposes of PUB, i thought PUB suppose to be the holder/master of everythings?
The Publisher holds the Read/Write copy of the CCM Database. Becuase it holds this master role, other tasks (eg controlling phones / gateways etc) are pushed off to the Subscriber which holds a Read-Only copy of the database.
For example, when you forward your phone to VM, you write that information on the PUB database NOT in the SUB. Even if you are making the changes in one subscriber it will be written in the PUB database, once this is done the PUB is going to propagate that information to all his subscribers. When the PUB is down no changes can be made, for example, you will not be able to unforward phones, add phones, etc.
