cdr analysis and reporting plug-in installation error message 'could not connect to ccm database'

Have you upgraded your CCM? if yes, then you are probably still pointing to your old Database and you need to point to the new one.
Go to: Start -> Settings -> Control Panel -> Data Sources (ODBC) --> System
DSN --> CiscoCallManager --> Configure --> Next --> Next, then change "the
default databse" to CCM0300 (or what ever your CCM database is, but if this is a new
install, is should be CCM0300) and follow the screen to finish.
Also make sure that either DNS is working correctly, or/and add the host name into the
host file in C:\WINNT\system32\drivers\etc\hosts.

I have seen this error when someone tries to install the CAR plugin in a PC or somewhere else than the CCM server. I just want to verify that you are indeed installing the plugin in the server.

That is not possible, you need to install the CAR plugin on the CCM server, that is why is not finding the database.

Yep ok, thats all there..done
Can access CDR analysis and reporting via Call Manager but no reports to run (under 'bills')
Also unable to browse to https://10.115.30.2:8443/car/Logon.jsp (page cannot be displayed)

You may want to search for a document "Cisco CallManager Serviceability Administration Guide" depending on your version for reference.
As for your problem:
you can try to login in the CDR "https://xxx.xxx.xxx.xxx/art/Logon.jsp" using,
username:admin
password:cisco
and assign the CDR administrator rights, afterwhich this initial default account will be disabled.
Hope this will solve your problem.
Note:CDR may be enable by default. You may need to change CDR parameters in order to get your 1st reports.

Attempted the above and unfortuantely recieve 'HTTP Staus 404 -/logon.jsp' error message returned...
Dont think this system has been configured correctly...any ideas how to overcome
