called number is being expanded to a full E.164 number. This won't match your sip dial-peer to go to voice mail. We can use translation paterns so that we can manipulate the number and get it to go to CUE.

voice translation-rule 1

rule 1 /^962810\(.*\)/ /\1/

voice translation-profile to_cue

translate called 1

dial-peer voice xxx voip

translation-profile outgoing to_cue

destination-pattern xxxxxxxx

session protocol sipv2

session target ipv4:x.x.x.x

dtmf-relay sip-notify

codec g711ulaw

no vad

Please add the above configuration to your CME (this dial-peer is extra to the one you already have there for voice-mail... you will need both) and try it.

The solutions was to upgrade the IOS because there was a bug.
