CCS4.0 Localization

I am trying to localize CCS4.0 for Japanese.

CCS admin manual describes that I should configure the properties

wlServer.WebLine.LANGUAGE=ja

wlServer.WebLine.COUNTRY=JP

wlServer.inputEncoding=SJIS

wlServer.databaseConversionEncoding=SJIS

wlServer.htmlCharset=Shift_JIS

in wlServer.properties for localization and I did.

And then, I translated some English messages to Japanese in a resource file(Agent_ja_JP.properties) for CCS agent applet.

However, Japanese could not be displayed on the applet correctly though English message seems to be changed to Japanese.

(CHAT window can display Japanese correctly.)

I checked a CCS log file and found the following messages.

01/31-1408:09.671 --- from encoding = 8859_1 ---

01/31-1408:09.687 --- to encoding = SJIS ---

I think "from encoding" should be "SJIS"...

Are there anyone to meet similar problem and know the solution?
