CDR called number

My SQL database record called number to CDR when it is placed.

But what if someone call an local operator number (to VOIP provider) where

if he had made connection then he is allowed to place a call via VOIP provider's network, so he once again dial the number. And the second record

of dialed number is not in CDR database, only the first one.

Is possible to resolve it?

I don't think so because once the first number is called the call is connected and the second numbers digits are going to be inband in the audio. Just like if you called a bank and input you account number we would not write that in cdr.

Is possible to set up somewhere in CCM the option to have always out-of-band DTMF signalization from IP phone to gw, maybe then it would be possible to read the whole number in CDR. I want to resolve it because of billing soft, which will not be so strong if such a hole will exist in CCM. Then i bill only the first number which is less expensive than the second one.
