CDR Log - PRI not accepting calls

We have a PRI that handles our outbound local calls. It is registered to the CM (4.0) and use to work properly.

On the gateway it does show up/up on the interface.

The show isdn stat is as follows:

I created a RG and a route pattern forcing a particular number out that PRI. I then looked the CDR logs and found the following:

destCause_value is 34. After some research I found that this means "the connection can not be established because no appropriate channel is available to take the call."

I am not sure where the problem could lie - is it the PRI or registration to the CM? The CM sees it as a registered gateway (there are multiple PRI's on the same gateway).

Finally, when I try dialing out that PRI I immediately get a fast busy.

if you do a debug isdn q931 do you see the same reason code for disconnect??
