CER Best Practices

What would be the Optimal CER Design for the following configuration?

Building has 13 Floors.

Each floor may have more than 1 IDF

No.of Cisco Phone Users: 2000 (Initial)

Single CCM 4.1(3) Cluster with (3) Servers.

Publisher, (2) Subscribers.

How many CER should be implemented with the optimal version.

A single CER server can support up to 30,000 phones and 2000 switches. Ideally, you would have a second CER server for redundancy. Take a look at the following link for confirmation.
