change plan type / ISDN error

I'm running CME 3.4 IOS 12.4.4T. I have a dial-peer setup to phone mexico. 9011............

I get an ISDN error 0x809C - Invalid number format (incomplete number)

Looks like IOS is setting the call plan to international. I'm not sure why the telco is rejecting it. Is there a way to set the plan type to uhknown? Or anyone have another way to do this?

my dial-peer looks like this

dial-peer voice 223 pots

destination-pattern 9011............

port 0/0/0:23

forward-digits 15

Use a voice translation rule. Change the type of the call from any to unknown.

rule 1 /^9\(.*\)/ /\1/ type any unknown plan any isdn

We had the same problems with calls going to Mexico.

You can use voice translation profile

or

under ser0/0/0:23

isdn map

command
