Is there a way to change the param in the Cisco Call
Manager that restricts the number of calls per minute
before CCM returns "not enough resources to handle request" error. This currently defaults to 20 and I
was told that I can increase it to 60. THX.

this is from memory, but it should be good enough to get you to th right place.
sevice parameters -> database layer monitor, then click 'Advanced'. look for the AXL setting near the bottom. should default to 20 - i use 999, but you might want to keep an eye on cpu utilization if you're on a production box.
