Charge codes for calls

I’m a CallManager novice and would appreciate some guidance. We’d like to write some code that would intercept outbound call requests coming from our 7960 phones and provide the following functionality:

(1) After the user dials a long distance number, we’d like him to get an additional tone that prompts him to enter client charge codes (9 extra digits in our case).

(2) Allow the call to go through but associate these charges in some type of log so that we can later cost out the call; here we would want to reference these charges that were entered by the user.

I’m not even sure what technologies would be needed here. I believe it would probably include TAPI and have been glancing through the light reading that is the “Cisco TAPI Developer Guide for Cisco CallManager 3.3(3) - TAPI version 2.1”. Am I on the right track? Does anyone know what kind of effort this would entail?
