I have a phone setup to work in our Callmanager system. It can receive outside calls to its number. Internal calls can be made. When attempting to make a call going out, by dialing 9 then the number a fast busy follows it. I have reset the information to the phone, and still getting the same results.
It sounds like the CSS (Calling Search Space) setting on the phone is set up for a restrictive level which cannot make Outgoing calls. The easiest way to test this is to find a working phone and match the CSS Settings.
