I am not sure about your problem, but whean dealing with Quintum (combining Cisco and Q.), pay special attention to fields "numbering plan" and "numbering type" in call setup. It seems as Q. is very touchy about that.
For example, in my case it didn't work with one field set to "ISDN" and other one to "unknown". With "ISDN" / "national" it worked fine (I think walues were like that, but it is quite a while, so I don't remember well).
