Unfortunately every so often what the documentation says doesn't correspond to reality. There are two things to be done here: 1) open a case with Cisco.. it's their mess to fix
2) in the meantime, there are other headers that can be used to identify the phone model. iirc it's the user agent header.. it doesn't explicitly tell you which phone model, but if you compare a http get from the different phone types, you'll see what I'm getting at - that header has remained static for a long time now so it's reasonably safe to use it instead. Or you search this forum for the details - they have been posted before.
