If a call lands on a Cisco phone and nobody answers then Is it possible to get the call back or transfer it to another phone.

You can configure Forward No Answer, Forward Busy, and Forward No Coverage options in DN configuration in CCM Administration. You could have this set to roll back to the receptionist, forward to voicemail, forward to another internal extension, forward to an external number, etc.

yes,
you can 'call forward no-answer' a call to another extension or DN.
this is set in the phones, Line configuration page in:
ccmAdmin>device>phones>'userPhone'>'line'>callForwardAndPickupSettings section.
you can set the 'Forward No Answer/No Coverage' fields to any DN that the CSS assigned has access to.
