Cisco Security Agent install error

I'm trying to install the Cisco Security Agent v1.1.3 on my call manager 3.3(3) cluster. The app installed perfectly on the Publisher. The installation keep failing on the subscriber with the following error:

Cisco Security Agent failed to install: Access is denied"

I'm installing logged into the system as Administrator. Permissions on the file include administrator. The install doesn't even make it far enough to generate a log file! I'm not a huge microsoft guy....and you can't make me one either :) I don't understand why this occuring. I have been able to install several other apps on this server (NAV, NetIQ) just fine. Any ideas?

Is there anything else running like NAV or NetIQ when you are attempting the install?

When installing are you doing it via Terminal Services/Remote Desktop?

It's recommended to do any installation on the actual console or via VNC...
