Cisco SoftPhone and IOS routers

Is there a way to use a IOS router to allow softphone clients to connect to the PSTN? I have looked at ITS and SRST and both have the caveat of not working with routers to connect to the PSTN. Is it correct to say that SoftPhone can only work with CallManager?

The current version of softphone uses TAPI/CTI to communicate with CallManager. ITS does not have CTI support, so it cannot be used currently. IP blue has a softphone that uses skinny and emulates a 7960, this should work with ITS, but I have not tried it.
