We have a 3640 that connects to a Lucent Merlin PBX
using E&M signaling. We are migrating all people from Lucent to AVVID.
The Problem is every time we make a phone call from
the IP phones we have 50/50 chance of getting a busy signal, we hang up and try again it dials with out any problems.
Have anyone experienced this.

I've experienced a simalar problem using e&m wink-start signaling. I resolved it by changing the singaling to e&m immediate-start.

I tried and it didn't work. Also all the IP phones was unable to receive calls once I made the change. Here is my Controller config:

That dial peer looks as if it may be missing wildcard digits .... not exactly sure what PBX extensions you are trying to dial. Your voip and controller look ok so I doubt thats the problem. You may have to adjust your wink parameters if you can't resolve this. I'd recommend calling TAC to expedite the fix. Can you post your results?
