I cannot transfer a call to an external caller that requires a long distance number.

Any suggestions

Does the device from which you make the transfer have the appropriate calling permissions to make that transfer in the first place? E.g. if the line is in a Calling Search Space that only allows local calls, then it's natural that it doesn't work.
