Cisco Unity Express doesnt answer external calls

Call Manager express ver 4.0.3

Cisco Unity Express 2.3

The problem I am having is when two internal extensions ring each other and do not answer CUE answers and they can leave a message. When A call comes in over the WAN the phone rings but when it is supposed to go to CUE it goes fast busy.

Please help

Please check the following commands, especially "allow connections from h323 to sip":

telephony-service

call-forward pattern .T

voice service voip

allow connections from h323 to sip
