Cisco Unity User Licenses

We are running Cisco Unity 2.4 with a 200 user license. There are 170 active users and we have probably deleted approximately 30 users over the last year. We are unable to add another user now on the basis that our licensing limit has been exceeded (according to the message), and sure enough, the license count indicates 200 in use and 200 licenses.

Is this a matter of needing to "really" delete some users, compacting some database or are the licenses actually issued "per person"?

Any help, comments gratefully accepted.

Try running the license syncher in the Unity program group - this will force a walk of the database and a full recalculation of the number of used licenses. This normally runs every night but it's been pretty common practice to disable it from auto running some time ago when there were some bugs in it causing the CPU to spike in some cases - it could be disabled on your box.
