Class Of Service restrictions on Analog Phones.

I have number of analog phones on the shop floors connected to VG248 and CM 3.3.3. I need to have access code on the analog phones to give the designated users to dail long distance calls and able to track and bill the calls. Is there a way to acheive this on CM 3.3.3.
