Closed action

I have configured a call routing rule which attempt transfers for a call handler which has standard greeting action transfer to extension 1 and closed greeting action transfer to extension 2. In all the circumstances the closed greeting action is not working.

Is the alternate transfer rule for that CallHandler enabled?
